SETRE - European Electronic Toll Service

By Government ORDINANCE nr. 8 dated 31.01.2022 on the interoperability of electronic road charging systems and facilitating the cross-border exchange of information on non-payment of road charges, ICI Bucharest operationalizes, manages and updates the National Electronic Register.

In order to eliminate the disadvantages of the existence on the territory of the European Union of several electronic systems for the collection of charges for the use of road infrastructure operating with different technologies, Directive 2004/52/EC established the conditions to be met in order to achieve the interoperability of electronic charging systems for the use of road infrastructure in the European Union.

ICI Bucharest checks at least once a year whether registered suppliers meet the conditions under which they were granted registration.

At the end of each calendar year, ICI Bucharest will communicate electronically to the European Commission the registers of the SETRE domains and of the SETRE providers on the territory of Romania.

National Electronic Register-SETRE

Decision 2009/750/EC defined the European Electronic Toll Service (SETRE) to ensure interoperability at technical, contractual and procedural level by means of a single contract between customers and operators providing the electronic charging service. It has also been established that each Member State maintains a NATIONAL ELECTRONIC REGISTER relating to the following:

  • • the SETRE domains located on their territory;
  • • service providers who hold SETRE contracts with toll authorities operating within their remit;

It should be noted that the SETRE does not refer to:

  • • charging schemes for the use of road infrastructure which do not have electronic means of collecting charges.
  • • electronic charging systems for the use of road infrastructure that do not require the installation of in-vehicle equipment.

On-board unit (OBU)

Constitutes the complete set of hardware and software components to be used as part of the toll service, which is installed or transported on board a vehicle for the purpose of collecting, storing, processing and receiving/transmitting data remotely, either as a separate device or incorporated into the vehicle.

All new electronic road toll systems that require the installation or use of OBE shall, for the purpose of carrying out electronic toll transactions, use one or more of the following technologies:

  • (a) satellite positioning;
  • (b) mobile communications;
  • (c) microwave technology with a frequency of 5,8 GHz;

Existing electronic road toll systems requiring the installation or use of OBE and using other technologies shall comply with the requirements set out in the first subparagraph of this paragraph if substantial technological improvement actions are undertaken.
